Nvidia, Microsoft and a broad group of technology companies have stepped into one of the most uncomfortable arguments in artificial intelligence: who should control the models underneath it.
In a joint letter published on July 24, 2026, 25 companies, investors and open-source organisations urged US policymakers to support open-weight AI models rather than placing broad restrictions on their development or distribution.
The list carries some weight. Nvidia, Microsoft, Meta, IBM, Dell Technologies, Palantir, Hugging Face, Mozilla, Mistral, Perplexity and the Linux Foundation all signed the statement.
Their message was fairly direct. The United States will not maintain its position in artificial intelligence by protecting one powerful model behind a closed door. It needs an ecosystem in which developers, universities, startups and businesses can download models, examine them and build something different.
That does not make the security questions disappear. It does make the policy debate more complicated.
Open-Weight AI Has Become a Washington Issue
Open-weight AI models give users access to the numerical parameters, or weights, that shape how a model behaves. Developers can run the model on their own infrastructure, adjust it for a particular industry and study its weaknesses without relying entirely on the company that created it.
That freedom sits at the centre of the new letter.
The signatories argued that open models can make advanced AI more affordable because organisations do not need to train a system from scratch or pay for access to a frontier model every time they process a task. A factory, school or hospital could instead use a smaller, specialised model that fits the job.
There is a business argument here, not just an ideological one.
Open models can loosen the control held by a small group of AI providers. They can also create more competition across cloud platforms, chips, software tools and enterprise applications. Nvidia benefits when more companies build and run models. Microsoft benefits when customers use a wider range of models across its cloud and software platforms.
Still, the coalition is presenting openness as something larger than market strategy. It says the approach could determine whether AI spreads throughout the wider economy or remains concentrated among a few heavily funded laboratories.
Jensen Huang Used His First X Post to Make the Case
Nvidia chief executive Jensen Huang gave the campaign an unusual launch.
Huang used his first post on X to share the open letter and argue that open models could improve safety, accelerate innovation and give countries greater control over their own AI infrastructure.
Microsoft chief executive Satya Nadella also supported the message, describing open models as an essential part of a healthy AI ecosystem.
Their involvement changes the tone of the discussion. This is no longer a niche campaign led only by independent developers and open-source advocates. Some of the world’s most valuable technology companies are now asking policymakers not to close the door too quickly.
Nvidia already has a strong commercial reason to encourage a large model ecosystem. Whether developers choose an open model or a proprietary one, many of those systems still require Nvidia hardware to train or operate.
Microsoft’s position is slightly more layered. The company remains closely tied to OpenAI, but it has increasingly promoted a model-diverse strategy through Microsoft Foundry and Azure. Its customers can choose from proprietary, open and specialised systems rather than committing everything to a single provider.
The Letter Pushes Back Against Broad Restrictions
The timing is not accidental.
US officials are examining how American technology may have helped Chinese developers build increasingly capable AI models. One concern involves model distillation, a training method in which a smaller system learns from the outputs of a larger one.
Distillation itself is not new or automatically illegal. AI companies regularly use related techniques to make models smaller, cheaper and more efficient.
The dispute starts when a developer allegedly extracts large volumes of output from another company’s model without permission, then uses that material to train a competing system.
That question has become more urgent as Chinese open-weight models improve. Some American policymakers and AI companies want stronger action against suspected intellectual property theft. The open-model coalition agrees that violations should face consequences, but it does not want the government to respond by restricting distillation or open-weight releases across the board.
The letter argues that existing intellectual property and trade laws should target actual misconduct. A blanket rule, the group warns, could damage legitimate research while strengthening the largest closed-model companies.
That distinction matters. Punishing theft is one thing. Reshaping an entire development method because it can be abused is another.
Open Models Are Being Framed as a Security Tool
Critics often describe downloadable AI models as a security risk because a company cannot easily control what happens after release. Developers may remove safeguards, retrain the system or use it for harmful tasks.
The coalition does not ignore that problem. Instead, it turns the security argument around.
Closed models keep their internal workings hidden behind an application programming interface. Outside researchers can test the system through prompts, but they cannot fully inspect its weights or make independent changes.
Open-weight models allow a much broader group of researchers and security specialists to investigate failures, identify vulnerabilities and develop protective tools.
That does not mean every open model becomes safer simply because people can inspect it. Bad actors receive the same access. Yet supporters believe wider scrutiny can expose problems that a small internal safety team might miss.
It resembles the old open-source software debate. Public code can reveal vulnerabilities, but it also allows thousands of developers to find and repair them. The outcome depends less on whether the technology is open and more on how responsibly the surrounding community handles it.
Some Major AI Companies Did Not Sign
The absences are almost as interesting as the names on the letter.
OpenAI, Anthropic and Google were not among the 25 signatories. All three operate major proprietary AI platforms, although Google and OpenAI have also released some openly available models and tools.
Their absence reflects a deeper split across the industry.
Closed-model companies argue that keeping the most capable systems under controlled access can reduce misuse, protect intellectual property and make safety updates easier to enforce. Open-model supporters counter that this structure concentrates too much power among a small number of companies.
Neither side has a clean answer.
A fully closed market could leave businesses dependent on a few providers that control access, prices and model behaviour. A completely unrestricted market could make it difficult to contain a highly capable model after someone releases it.
The argument is not really open versus closed anymore. Both approaches will probably continue. The fight concerns how far regulators should go, and whether policy ends up favouring one business model over the other.
Open-Weight AI Could Reshape Enterprise Technology
For businesses, the appeal of open-weight systems is practical.
Companies can run models inside private data centres, adapt them to internal terminology and maintain greater control over sensitive information. They can also move between infrastructure providers without rebuilding an entire product around one closed API.
Smaller models may handle routine work at a lower cost. A business does not need the most powerful model available to classify documents, summarise internal reports or automate a narrow support process.
The frontier model can remain reserved for the hard problems.
That mix could become the normal enterprise setup: several specialised open models, selected proprietary services and software that routes tasks between them.
Microsoft has already been pushing in that direction. Its recent platform messaging stresses that customers should be able to select the right model for each workload rather than depend on one vendor or model family.
The Open AI Debate Is Really About Control
The coalition’s letter may not produce an immediate policy change. It does draw a clearer line through the technology industry.
On one side are companies that see downloadable models as a foundation for competition, innovation and national technological independence. On the other are those warning that the strongest AI systems may become too dangerous or too valuable to release freely.
Both claims can be true at the same time.
Open-weight AI can help startups, researchers and governments build systems without asking permission from a handful of platforms. It can also make powerful capabilities harder to recall once they spread across the internet.
Washington now has to decide how to address the risks without quietly handing the future of AI to a few companies with the largest models and legal teams.
Nvidia, Microsoft and their fellow signatories have made their preference clear. They do not want openness treated as a loophole that policymakers need to close.
They want it treated as infrastructure.
